Select House Committees

In recent weeks I have written about the interim committee charges for some of the 32 standing committees in the Texas House of Representatives. In addition to the standing committees, there are a number of select committees that are studying various issues this interim. While most select house committees are created by the speaker of the house, some others were created through legislation passed during the last legislative session. The members of each committee are appointed by the speaker. The select committees usually have a more narrow focus than standing committees and are formed for the purpose of studying a specific issue affecting the state. After a select committee has studied its charge and issued its report, it is often disbanded; standing committees remain operational throughout the biennium. This week I will talk about a couple of these select committees.

House Select Committee on Child Protection

In May of this year, Speaker Straus named nine members to the Select Committee on Child Protection. The committee is charged with studying the incidence of child abuse and neglect fatalities in Texas and making recommendations to protect children. The select committee will work in concert with the public members of the Protect Our Kids Commission, which the Legislature created in 2013. The commission will study the rate of child abuse and neglect fatalities and recommend strategies to prevent and reduce them.

House Select Committee on Economic Development Incentives

This June, the speaker created the Select Committee on Economic Development incentives, which will assess the economic benefit provided by state and local incentive programs and make recommendations to make those programs more effective and efficient.
The committee will determine the types of economic development projects that offer the most benefit to the state and suggest opportunities to focus on such projects. It will also discuss how to make programs more efficient. This committee is holding a hearing at 10:00 a.m. on Tuesday, August 12 at the Plano Municipal Center. Because of the importance of economic development programs to our area, I asked the Chairwoman Angie Chen Button, of Richardson, to hear testimony from Tony Kaai with the Denison Development Alliance and Scott Connell with the Sherman Economic Development Corporation at the upcoming hearing.
