The fires and subsequent explosion at a fertilizer plant in West, Texas have been catastrophic for the residents of that area. Governor Perry issued a disaster proclamation this week for McLennan County. A disaster declaration by the governor enables state agencies and resources to be mobilized to assist local emergency management and law enforcement with health and medical resources, incident management, search and rescue, and environmental quality monitoring.
